I think this is definitely true — shooters are a very saturated game market. But — shooters are also the most successful genre of game. I think a more nuanced way of looking at the general “shooter” market is to break it down into its sub-markets. Each sub market has its own pool of players. The pool of people who play shooters on PC vs XBox vs PlayStation may have some overlap, but by and large they are a different group of players isolated from one another. To try and compete with shooters in the PC market (or consoles market) is… very difficult, as @jordaneureka mentions. You are going up against the titans of the industry like Valve and Epic. However, there are other shooter markets, for example the Web. The most popular Web shooter right now, Shell Shockers, is made by a small team of 15 people, pulls in 350k daily active users (!), and makes ten figures in revenue each year. The people playing shell shockers are very different than the ones playing CS. If you play it yourself, you can see what the most popular shooter in web looks like and understand how there is a huge gap between the quality of shooters available on PC or Console vs web browser.
